Orange specks on paint are often iron particles from brakes, rails or industrial fallout that have embedded in the surface and begun to oxidise. They are not necessarily rust originating from a scratch in the vehicle body.

Decontaminate before polishing

After washing, a compatible iron remover can dissolve much of the contamination. Remaining particles may require careful mechanical decontamination with sufficient lubrication.

True corrosion from exposed metal, stone chips or damaged paint needs repair rather than repeated chemical cleaning.
